DEPARTMENT OVERVIEW

Physical Planning, Development & Operations (PPDO) manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University's main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $54 million, manages a project portfolio of approximately $950 million, and employs over 370 full-time staff to carry forth the duties necessary for the campus' development and operation.

JOB SUMMARY

Under the direction of the Information Systems Analyst and in support of a broader team, the GIS Analyst/Programmer utilizes skills as a spatial data management professional to plan and execute a comprehensive CAD/GIS system that supports the planning, design, construction, and day-to-day operation of campus facilities. This is accomplished by resolving a variety of data quality and access issues through a combination of desktop software and web-based management tools. The GIS Analyst/Programmer identifies common tasks and uses scripting to automate processes, designs and deploys quality assurance and control routines to ensure the integrity of spatial data, works with others to identify, design, deploy, and maintain a suite of useful web applications and local data management tools to support their processes, develops tools and documentation to support department functions, and utilizes knowledge of web hosting infrastructure and web-development languages to design and publish web content for the department.

APPOINTMENT INFORMATION

Budgeted Salary: $70,000- $80,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

30% - GIS Data Development

  • Leads efforts associated with integrating GIS data into tools (such as campus maps and floor plans) for assigned department initiatives and projects.
  • Applies complex GIS concepts to code, test, debug, and evaluate applications, databases, and webtools to support a variety of departmental, academic, administrative, and other applications.
  • Designs and deploys quality assurance and control routines to ensure the integrity of spatial data. Participates and provides access to GIS data for other related campus projects and initiatives.
  • Works with others to identify, design, deploy, and maintain local data management tools to support their processes and informational needs.
  • Develops tools to train, support, and guide the use of GIS data and applications by others, including the development and conducting of training presentations needed for the department.
  • Monitors and evaluates new GIS development standards and identifies needs for new or alternate technologies. Makes recommendations of such to the Director of Physical & Environmental Planning and the Associate Vice Chancellor.


35% - Facility & Infrastructure Records Reconciliation & Data Management

  • Leads efforts associated with maintaining campus maps and floor plans to ensure accuracy of the as-built environment and integration of GIS data to enhance ease of access to important facility information by departmental staff.
  • Creates spatial and cartographic products for publication, presentation, and web applications.
  • Designs and deploys quality assurance and control routines to ensure ongoing integrity of data.
  • Leads efforts to develop and recommend GIS data and CAD standards to the Physical Planning, Development & Operations leadership team including the Associate Vice Chancellor.
  • Facilitates the implementation of newly adopted standards and develops tools necessary to support department staff with the implementation of new requirements.


30% - Mobile Applications & Web Site Management

  • Develops and maintains mobile and general web applications, including the identification of common tasks and the use of scripting to automate processes.
  • Works with others to identify, design, deploy, and maintain a suite of useful web applications and tools to support their processes and informational needs.
  • Works with business users to define data needs and assist users with questions or problems regarding the use of web applications.
  • Utilizes knowledge of web-hosting infrastructure and web-development languages to design and publish web content for the department. Supports the ongoing maintenance of the applications and sites by others.
  • Develops tools to train, support, and guide the use of applications by others, including the development of training presentations and conducting such as needed to enhance the knowledge of those within the department.
  • Monitors and evaluates new web development standards, identifies needs for new or alternate technologies, and makes recommendations to the Director of Physical & Environmental Planning and the Associate Vice Chancellor.


5% - Management & Administration

  • Participates in the development and implementation of organizational mission, goals, objectives, policies, protocols, and performance measures for Physical & Environmental Planning Services.
  • Performs organizational, departmental, and administrative activities not directly relating to immediate assignments, including serving on committees representing the department or unit.
  • Assists with the development and implementation of customer service and efficiency initiatives required to ensure Physical & Environmental Planning Services operates in a cost-effective, customer-oriented manner.
  • Supports the Strategic Goals of the Business & Administrative Services Division through the implementation of Physical & Environmental Planning tasks and actions associated with these goals.
  • Performs necessary functions in the event of an emergency (i.e., earthquake, fire, flood, etc.) that can be safely performed.

REQUIRED QUALIFICATIONS

  • Working knowledge of GIS software, applications programming, database and table structure and design, user interface and experience design and web application development.
  • Demonstrated project management skills. Understanding of cartographic skills to create spatially explicit map products.
  • Interpersonal skills in order to work with both technical and non-technical personnel at various levels in the organization.
  • Ability to communicate technical information in a clear and concise manner.
  • Self-motivated, able to learn quickly, meet deadlines and demonstrate problem solving skills.
  • Demonstrated strong commitment to customer service, attention to detail and continuous improvement.
  • Significant experience working with ESRI's suite of GIS applications.
  • Experience preparing and publishing GIS data to ArcGIS Online.

PREFERRED QUALIFICATIONS

  • Experience scripting in a Python environment.
  • Experience working with AutoDesk's AutoCAD.
  • Possess a solid understanding of the interplay between CAD and GIS.
  • Experience with modern web-design, e.g. Javascript, HTML5, CSS.
  • Working knowledge of RESTful API architectures.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • This is a fully remote position, and the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
